To change the design of blogger comment box just follow some easy steps mentioned below and you will be there :-
i.) Go to your Blogger Dashboard >> then go to TEMPLATE section.
ii.) Now hover your mouse to EDIT HTML option and click on it.
iii.) In Edit HTML option search for the code which will look like ]]></b:skin>
iv.) Now paste the below code just Before/Above the ]]></b:skin> code. Here is the code which you have to paste –
